Regardとregardsの使い方は少し分かりずらいですね。

 

Regardの意味は、

with reference to

 

Regardsの意味は、

respect, affection, condolences等です。

 

ですから、「（〜に）関して、つきまして、ついて等」の意味だと、regardですね。

 

英和辞書の例文で、regardsをregardの意味として、

In regards to… 等ありますが、”In regards to”は、ノンスタンダードです。

 

Regardsのtraditionalな使い方は、例えば

Sam couldn’t attend the class reunion, so he asked his friend to give his other friends his regards.

 

通常、「正しい」使い方は、In regard to.

With regard to the advertising budget, I think it needs further review.

 

In regard toに似ている表現の　with regard toも使えます。Regardingでもいいです。

 

近年は、どっちでも（in regard to／in regards to）使ってOKになっています。しかし、ある人達は、in regardsが間違っていると言うのは、これが理由です。

 

ビジネスでは、in regard toの方をお勧めです。
